The pseudo-gap phase of the cuprate has long been considered a central puzzle of the HiTc problem. Part of the difficulty lies in the fact that different experiments  suggest conflicting interpretations in terms of competing order or fluctuating superconductivity. I propose that the underlying state is a competing order consisting of a new kind of fluctuating superconductivity. On a phenomenological level, this proposal accounts for a great deal of previously unexplained data and give a reasonable account of the recently discovered charge density wave order.
