The controllability of a dynamical system refers to the possibility of driving its state to a specific target state by means of a control input. Controllability of the dynamic 3D human genome will be discussed in the context of cellular reprogramming and for our work within the DARPA Biochronicity initiative that explores the genetic basis of biological time. I will more generally discuss the concept of "network controllability" and the potential impact of this work in other disciplines.
