Mr. Marks is former senior counsel at the international law firm of Squire, Sanders & Dempsey L.L.P., in its Washington, DC office. For many years, he specialized in telecommunications regulatory matters involving the U.S., other countries, regional organizations (including the EU), and multilateral arrangements. Internationally, he has been involved with privatization and liberalization of the telecommunications sectors, and various international agreements and arrangements. He started his legal career as an Air Force judge advocate, and as a law clerk to the chief judge of a federal appellate court before entering private practice in 1965.
He has lectured on telecommunications regulatory and trade law matters in State Department training programs. He has also served as Deputy or Associate General Counsel of three Presidential Inaugural Committees; and served on the Board of the National Veterans Legal Services Program.
