About
John Dugan is a partner at Covington & Burling LLP, and chairs the firms Financial Institutions Group. He recently completed his service as Comptroller of the Currency, an agency which supervises over 1,500 national banks and federal branches that hold nearly two-thirds of the assets of the commercial banking system. During his five-year term, Mr. Dugan led the Office through the financial crisis and ensuing recession that resulted in extraordinary regulatory and supervisory actions for national banks of all sizes, including:
Mr. Dugan served at the Department of Treasury from 1989 to 1993, and was appointed Assistant Secretary for Domestic Finance in 1992. He had extensive responsibility for policy initiatives involving banks and financial institutions, including the savings and loan cleanup. He also served as minority counsel and minority general counsel for the U.S. Senate Committee on Banking, Housing and Urban Affairs.
His volunteer activities include service as a director at Minbanc, a charitable organization whose mission is to enhance professional and educational opportunities for minorities in the banking industry. He has also served on financial commitees for the American Bar, the Federal Bar, and theDisctrict of Columbia Bar Associations.
