U-M Professors of Political Science Kenny Lowande and Chuck Shipan have won the American Political Science Association's (APSA) Founders Award for "Where is Presidential Power? Measuring Discretion with Experts and Laypersons." The award is given annually for the best paper on the presidency and executive politics.
Lowande and Shipan's research interests include political institutions and policy.
